Communities served:We service Washington, Yamhill, and Lincoln County. However, we are open to serve Oregon residents outside of these areas.
Eligibility criteria: We offer Individual Development Accounts (IDAs) for both home repairs and first-time homebuyers. In addition to meeting income and net worth eligibility, participants must show the ability to consistently save toward the IDA match. First-time homebuyers are required to become clients by completing an 8-hour Homebuyer Workshop and submitting an intake packet. Once completed, they will schedule a one-on-one meeting to discuss their goals and readiness. Participants must be home-ready by the time they plan to purchase and have a realistic, well-developed plan in place prior to enrollment. For home repairs, participants must show that they can afford to save for the IDA match and that the total funds available will be sufficient to complete the necessary or most critical repairs. Clients are limited to two IDAs, per person, within the CASA network.
Application process: Qualifying individuals are placed on a waiting list. We contact each individual on the waiting list directly by phone. If they don’t answer, we leave a voicemail asking them to return the call within 48 business hours to confirm their interest in moving forward with the IDA program. If individuals don’t respond within that timeframe, we assume they are no longer interested and will proceed to the next person on the list.
Average number of IDAs opened each year, in the 3 most recent years: 5 or fewer
Maximum match per asset: $15,000
Other services provided: Homeownership counseling and financial capability services.
